What is CCC certification?
China is the world’s second-largest importer after the United States and by far the most important buyer of German goods in Asia. For numerous sectors, such as mechanical engineering or the automotive and chemical industries, China has become one of the world’s most important sales markets. Uniform standards and regulations have replaced the previous multitude of certificates and licenses.
The Chinese mandatory certification system, known as China Compulsory Certification (CCC or 3C), is designed to standardize quality. This CCC system came into effect on May 1, 2002. It applies to imported goods as well as Chinese products, and is comparable to the European CE system. The CCC regulations are subject to ongoing changes and violations may result in customs issues, loss of goods, fines, or legal action.

CCC logo
A CCC logo affixed to the product prior to export acts as an external sign that CCC certification has been successfully completed. You have the following options for CCC marking:
- Injection molding (incorporated in the tool)

The certificate becomes invalid after five years. Then you will receive a new version. However, regular annual follow-up audits are required to maintain validity.

What is SDoC certification?
For certain product groups, the Chinese certification authority CNCA (Certification and Accreditation Administration of the People’s Republic of China) has introduced CCC Self-Declaration as a new certification method to replace the previous CCC certification procedure.
Only after successful CCC certification with the issue of the SDoC (Supplier Declaration of Conformity) is it permitted to use the products in question in China or to sell them on the Chinese market.
With this self-declaration, the manufacturer confirms that its products comply with GB (Guo Biao or national safety) standards and permanently conform with Chinese regulations.
A CCC SDoC can only be applied for by a Chinese company, which must be a subsidiary, trader, importer or qualified third party (“Authorized Legal Representative”).
In addition to the product-specific implementation rules, which still apply, the CCC SDoC is subject to the CNCA Implementation Rule CNCA-00C-008: 2018.

How does a CCC SDoC process work?
The CCC self-declaration process begins with the submission of the certification application by the authorized representative in the CNCA system, including all required documents. Subsequently, product tests are carried out in accredited Chinese laboratories, for which the corresponding samples must be sent to China. At the same time, an internal factory inspection is carried out and documented as a self-assessment. The test results and the self-inspection report are reviewed by the CNCA. After successful verification, the self-declaration certificate is issued in the CNCA system and must be signed and confirmed by the authorized representative as well as the responsible employee at the factory. With the certificate, the products may be labeled with the CCC logo and sold.
For which products is CCC SDoC required?
The CCC Self-Declaration of Conformity (SDoC) is required for products subject to mandatory China Compulsory Certification (CCC) for which a self-declaration of conformity is sufficient. This regulation has been in effect since October 17, 2019, for specific product groups designated by the Chinese authority CNCA. Two categories are distinguished: For Type A, product testing can be carried out in laboratories of your choice, in either in-house or in third-party laboratories certified to ISO 17025. For Type B, product testing must be carried out in designated, accredited laboratories in China. Typical products subject to SDoC certification include certain vehicle parts and safety accessories, electronic devices, as well as audio and video equipment. The SDoC certification allows manufacturers to self-declare compliance with Chinese safety standards, thereby simplifying the certification process.

CCC certification for automotive
According to the certification standard CNCA-C11-01, issued by the China National Certification and Accreditation Administration (CNCA), automobile manufacturers are required – based on safety and certification risks – to fully implement the regulations and standards published by the Chinese government pertaining to vehicle safety, environmental protection, energy efficiency, and theft prevention. The aim is to ensure that certified vehicles always comply with legal, regulatory, and normative requirements.
Since October 2019, certain vehicle parts and safety accessories have been included in the CCC self-declaration category: Manufacturers must carry out a self-assessment in accordance with the requirements of regulation CNCA-00C-008. A certification application must first be submitted by an Authorized Representative. This is followed by laboratory testing in China according to the applicable GB (Guo Biao – national safety standards) and an internal audit. Only after final approval by the CNCA may the CCC logo be affixed to the certified product.

CCC certification for toys
CCC certification is a mandatory certification system introduced by the Chinese government to ensure consumer safety, protect the environment, and strengthen product quality control.
To ensure the safety and quality of children’s toys and protect children’s health, toys have been included in the scope of CCC certification. All toys sold in China must obtain CCC certification in order to be legally placed on the market.
CCC certification for children’s toys includes specific requirements regarding toy safety, mechanical and physical properties, chemical safety, and flammability. The aim is to prevent potential hazards to children from toys.

Small computers, laptops, monitors and printers for connection to the computer, scanners, audio and video equipment, power banks, lithium-ion batteries, etc.
Household appliances (test standards GB4706, GB4343.1, GB 17625.1)
Household refrigerators and freezers, fans, air conditioner units, household washing machines, electric water heaters, space heaters, vacuum cleaners, skin and hair care devices, electric irons, induction cooktops, electric ovens, microwave ovens, extractor hoods, electric rice cookers, electric blankets, as well as hot and cold water dispensers etc.
Lighting systems (test standards GB7000, GB19510, GB17743, GB17625.1)
integrated lights, aquarium lights, plug-in night lights, floor lights, portable lights for children, ballasts for fluorescent lamps, electronic controllers (DC/AC) for LED modules, etc.
What happens if a certified product is changed?
When the Chinese authorities grant a CCC certificate, this reflects the status at a given time. If, for example, there are changes to your previously certified product or to your company information, you are required to notify the Chinese authorities of these changes without being asked. The required change requests must be submitted in good time prior to implementing a change.

CCC Self-Declaration Becomes History: CCC Certification Process for 16 Product groups will be changed
Based on the Announcement issued by the “China State Administration for Market Regulation” dated Dec. 28, 2025, the CCC certification for
Fuse-link, Low-power Motor, Electric Drill, Electric Grinder, Electric Hammer, DC Arc Welding Machine, TIG Welding Machine, MIG/MAG Welding Machine, Plasma Arc Cutting Machine, Safety Glass for Road Vehicles, Safety Belt Assembly, External Lighting and Light-signaling Devices for Motor Vehicles, Devices for Indirect Vision of Motor Vehicles, Vehicle Seat and Head Restraint, Vehicle Traveling Data Recorder, Retro-reflective Markings for Vehicle Body will be processed as follows:
The certification method will change from the current CCC self-declaration method to the China Compulsory Certification method, adopting a third-party certification evaluation model.
From July 1, 2026, CQC will accept applications for changing the existing CCC self-declarations to China Compulsory Certificates, and applications for new products will be based on the new certification method.
By Dec. 31, 2026, all CCC self-declarations need to be transferred to China Compulsory Certificates; after transferring, the CCC self-declarations can be cancelled, or they will be cancelled automatically in the self-declaration system after Jan. 1, 2027.

CAV Certification – To Replace CQC and CCAP Certificates
Starting from July 1, 2024, for all products in the CAV catalog, CQC and CCAP going forward will conduct certifications according to the corresponding CAV Certification Rules and issue CAV certificates (instead of CQC certificates or CCAP Certificates).
Based on the requirements of the "Minutes of the Meeting of the Technical Committee of the Certification Alliance for Vehicle (CAV)", CQC and CCAP will carry out certifications for all products in the CAV catalog in accordance with the relevant CAV certification rules and issue CAV certificates (instead of CQC certificates or CCAP certificates) from July 1, 2024. This means that CQC and CCAP will no longer issue new CQC certificates or CCAP certificates for these products.
Current certificates do not need to be adjusted immediately; they can be changed to CAV certificates during the next changes or updates, or, at the latest, with the certificate extension before expiry.

Headrest Certification – Test Standard GB11550-2009 Abolished
The test standard GB11550-2009 has been officially abolished as of May 28, 2024, and replaced by GB15083-2019.
Headrests will still belong to the CCC category, but will now be tested according to GB15083-2019.
CQC Certification – Name Change in Certificates
The issuance of certificates, including both paper and electronic forms, will not be affected by the name change.
New CN-National Standards issued – Must-do no later than June 30, 2023
In Announcement No. 12/2022, published on August 31, 2022, the Chinese authorities (State Administration for Market Regulation in conjunction with the Standardization Administration of China) approved and issued three compulsory GBs (National Standard of the People’s Republic of China): GB16897-2022, GB19239-2022, and GB41847-2022.
For the new test regulation GB16897-2022 (Brake hose — Structure, performance and test methods) the following applies:

CNCA Announcement No. 44/2019
1.Based on CNCA Announcement No. 44 [2019] from Oct. 17, 2019, the following 18 products are no longer in the CCC catalog; current CCC certificates will be deleted soon by the CCC bureau.
CQC/CCAP offers to convert current certificates to “voluntary certification” (CQC certificates). The procedure is the same as CCC certification – a yearly follow-up audit will be necessary too.

2. The following products are still in the mandatory CCC product catalog, but the procedure of the CCC-certification will be changed as follows:
- Till December 31, 2019 we can still apply for the CCC-certificate.
- From January 1, 2020 we can apply for CCC only per “self-declaration” (a “Legal Representative“ in China becomes necessary)
- Till October 31, 2020 all the current CCC-certificates have to be changed to “self-declaration”
- From November 1, 2020 the old CCC-certificates will be cancelled for those products, which can be applied for CCC by “self-declaration”.

20 National Standards Have Been Approved and Issued
State Administration for Market Regulation, in conjunction with Standardization Administration of the People’s Republic of China, has approved and issued 20 National Standards, e.g. strength requirement and test method of automobile seats, their anchorages and any head restraints, and two Amendments, details shown as below:
CNCA Announcement No. 11/2018
In CNCA Announcement No. 11/2018, published on June 15, 2018, the Chinese authorities defined important changes in the area of CCC certification on June 11, 2018.
These changes concern
1. the catalog of products subject to CCC requirements and also
2. describe a new possibility for certain products (including vehicle interior components) for annual recertificatio (follow-up audit) of the plants. The changes will allow companies to reduce their certification-related costs.
Verkleinerter CCC-Produktkatalog
Certain products will no longer be subject to CCC requirements as of June 11, 2018. The specific products involved can be found in the attached list (Appendix 1) . If you would like more information on how to proceed with your current certificates, please contact us.
Alternative beim Follow-up Audit
For certain products (Appendix 2), plants have two options as to how they would like their follow-up audit to be carried out:
- On the one hand, they can continue to carry out the annual follow-up audit, during which auditor come to the plant.
- On the other hand, from October 1, 2018 it will be possible to make a so-called self-declaration. This self-declaration must comply with the "CCC Regulations for the Implementation of Self-Declaration of China Compulsory Product Certification".
“Printing Permission” is no longer required
Since March 20, 2018 “Printing Permission” is no longer required.
- Manufacturers had to apply for “Printing Permission” after receiving certificates, so that they could deliver products with the CCC logo accordingly
- “Printing Permission” is cancelled.
- In addition, the letter “s” (for safety) in CCC logo should be omitted as well. However, existent logos with “s” can still be used until being replaced
CNCA Announcement No. 31/2014
With the “CNCA-Announcement No. 31/ 2014”, the following CCC implementation rules were published. These were then effective from January 1, 2015 and replace the existing implementation rules. For all new products included in the rules, there therefore now exists a certificate obligation from January 1, 2016 pertaining to their export to China.
The documentation for all existing certificates must be amended according to the new implementation rules by December 31, 2016. Certificates that do not meet the given criteria by this date will be temporarily suspended. On expiry, all current certificates must also be amended to meet the new implementation rules.
- “Rear marking board for motor vehicles” is added in “exterior lighting and light-signal device for motor vehicles”
- New Interior trimming parts in “some passenger compartment, driving cab, luggage compartment and engine room” are added in “interior trimming material of vehicles”
- Due to the change of standard name, “rear mirrors of motor vehicles” is changed to “indirect vision device for motor vehicles”, and the scope is adjusted accordingly
