CAV certification

CAV certification is a voluntary, standardized certificate for products that are not subject to CCC requirements. It replaces the former CQC and CCAP certifications and demonstrates compliance with Chinese quality standards and GB norms. It is not mandatory, but it can significantly raise competitiveness, especially in the automotive industry.

What is CAV certification?

To date, several certification bodies in China have issued voluntary certificates, such as the CQC and CCAP. To unify administrative procedures, the Chinese government introduced the CAV certificate – a standardized voluntary certificate accepted by all authorities in China.

Why do I need CAV certification?

CAV certification is required when vehicle parts or systems listed in the official CAV catalog are to be placed on the market in China. It confirms that these products meet the specified safety and quality standards and is therefore an important part of vehicle approval. CAV certification is currently relevant only to the automotive sector and does not apply to other industries.

Procedure for initial CAV certification

Vehicle parts are subject to strict regulations in China. For safety-related products, CCC certification remains mandatory. However, the new CAV certification replaces the previous voluntary programs from CQC and CCAP, and increasingly serves as industry-wide mark of quality.

Application

The process begins with the submission of an official application, including, among other documents, a questionnaire and product description, to the responsible Chinese certification authority. Planning for the factory audit begins on the basis of these documents. According to the technical data from the documents, the authority determines the number of test samples required.

Laboratory testing

The product undergoes extensive testing in a laboratory accredited by the Chinese authorities to verify its technical conformity with the applicable standards. The tests are carried out in China according to the GB (“Guo Biao”) national safety standards.

Factory audit

This is followed by an inspection of the production facility by Chinese auditors. The manufacturing processes and quality management are reviewed.

Granting the certificate

The CAV certificate is officially issued once the type test has been passed and the factory audit has successfully taken place.

Labeling

After the CAV certificate has been issued, the certificate holder may label the product with the CAV logo.

Follow-up inspections

To maintain the validity of the certificates, regular – usually annual – follow-up inspections must be carried out to ensure continued compliance with the requirements.
CONVERSION OF CQC AND CCAP

What happens to my CQC or CCAP certificates?

Based on the requirements of the “Minutes of the Technical Committee Working Meeting of the Certification Alliance for Vehicle (CAV)”, CQC and CCAP will carry out certification for all products listed in the CAV catalog in accordance with the corresponding CAV certification rules and will issue CAV certificates (instead of CQC or CCAP certificates), as of July 1, 2024. This means that CQC and CCAP will no longer issue new CQC or CCAP certificates for these products. Current certificates do not need to be updated immediately and can be “transitioned” into CAV certificates through certificate changes or on renewal at the time of certificate expiry.
